Can I extract captions/subtitles if they're burned into the video?

Not yet, but this revolutionary feature is coming soon to TokScript! Currently, TokScript extracts the platform-provided transcripts from TikTok, Instagram Reels, and YouTube Shorts. But we're developing technology to read text that's actually burned into the video image.
